With business interests and clients in Singapore, Australia, New Zealand and Vietnam, our office in Ho Chi Minh City is the central location for all the designing, sourcing and engineering of our modular structures. Our manufacturing facilities are located in the Dong Xuyen Industrial Zone in the coastal city of Vung Tau, approximately 100km south-east of Ho Chi Minh City.

The investment by Goldman Sachs Asset Management will lead to the expansion of the TLC business and ensure it has the resources to meet the international client demand for TLC product, especially in the affordable and transitional housing market.

Our Executive team
Ritankar is a sector expert in engineering & construction projects, FCPA/UKBA enforcement, internal controls, special situations M&A, investigations, and turnaround management. He has been General Counsel & Chief Compliance Officer since March 2022.
Prior to joining TLC Group, Ritankar worked at Norton Rose LLP in London and Abu Dhabi. Further, Ritankar was a senior in-house counsel at Jacobs Engineering Group in Singapore, Mumbai, and Hong Kong, and recently served as the General Counsel, Head of Compliance and Director of Standard Chartered PE portfolio company Maxpower Group (as well as the Maxpower-Mitsui & Co., Ltd. Joint Venture) in Singapore, Jakarta and Rangoon.
Ritankar received a Bachelor in Laws and Arts from the National Law University in Jodhpur, India and completed a Masters in Compliance (Summa-cum-laude) from the University of Fribourg Law School, Switzerland. In addition, Ritankar is a former Visiting Scholar at Duke Law School in North Carolina, US where he engaged in advanced research on failure of compliance programs in transition economies.
Ritankar enjoys travel, history, and is a horologist and a cigar connoisseur.
Nigel has been a member of the team since 2015. Before joining TLC, he was the founder-director of Minpac Camps, which delivered turn-key accommodation facilities to sites in regional and remote Queensland on behalf of Fluor Santos LNG's upstream project.
Nigel also had seven years of real estate development experience prior to entering construction, where he delivered motels, serviced apartments and commercial projects in South East Queensland as a Development Manager. His broad industry experience is key in guiding our BDMs, Estimating, Contracts and Design teams to develop the optimal modular design and commercial solutions for our clients.
Alistair Sawer is the founder and Group CEO of TLC Constructions, a company based in Vietnam.
Founded 25 years ago, TLC originally supplied services to industrial, oil and gas services and construction industries. It has been operating in Vietnam since 1995. Since Alistair founded the company, TLC has accumulated experience across a wide range of construction sectors. From this experience he saw the opportunity and potential for TLC modular construction, combining his experience with Vietnam's global advantage in manufacturing and engineering.
Terry originally joined the TLC Modular team in 2009, and returned as Business Development and Marketing Manager in 2022. A highly experienced professional with a diverse background in General Business Management, Business Development, and Media. Terry's extensive career has taken him to 14 different countries, where he has had the privilege of working with some of the most reputable brands and teams, including Netflix, Amazon Prime, BBC, Discovery Networks, Pullman Hotels, Exxon-Mobil, Repsol and TLC Modular.
Terry's experience and expertise extends across various industries, including Oil & Gas, Mining, Aviation, Logistics, Telecommunications, International Film & TV production, Aquaculture, Construction, Tourism, and Hospitality. Terry earned his Masters Degree in Business Administration from RMIT in 2006.
Steven Lovell is TLC Manufacturing Director. He provides leadership to a multicultural senior management team with a focus on building a balanced work culture to accommodate a large Vietnamese workforce.
Steven was born in Melbourne, Australia but grew up in Vietnam watching and participating in the country's evolution. He has held various roles in manufacturing, including Terracotta and ceramic production, handicraft production, steel fabrication production, timber furniture production and glass fiber reinforced cement furniture production. At TLC, Steven's role is to maximize the factory's capacity and extract maximum efficiency from its workforce. He also works to reduce and eliminate all forms of waste.
Nhung Luong, TLC’s Group Human Resources Manager, coordinates all administrative activities related to an organization's personnel. Her duties include developing recruitment strategies, implementing systems for managing staff benefits, payroll and behaviour, and on boarding new employees.
Senior management team
Pham Quang Huy, TLC Projects Manager Vietnam, was born in Lamdong province and raised in Ho Chi Minh City, Vietnam. He has been an engineer for 16 years, with a background in civil engineering. He has worked as a civil works designer, shop detailer, quantity surveyor, project engineer, and project manager over the course of his career. Huy says that his inspiration comes from the ability to solve problems and create solutions that help save project costs for clients. This is what drives him to share his knowledge and experience with others.
Mai Duong is TLC Administrative Manager, where she oversees the administrative, operational, and financial support of the organization. Mai has been with the company since its inception. As an Administrative Manager, Mai provides leadership and oversight to the local office administrators and is responsible for ensuring operational effectiveness for our international offices.
As the Chief Accountant, it's Huong’s job to ensure that TLC accounts are accurate and credible in accordance with the standards determined by management and best practice. As a chief accountant, Huong develops financial strategies and oversees the accounting department. She also provides assistance to departments with their reviews and budgets, tax studies, internal control reviews. Huong takes charge of monitoring and recording financial transactions based on corporate regulations and policies.
Tung Nguyen Xuan is TLC purchasing manager. In this role, he is responsible for procuring goods and services, with his goal to source and find the best quality items. Xuan has been in this position for five years and enjoys working with his team to make sure that TLC are getting the best quality and service from our suppliers. Xuan works hard to negotiate contracts and review product quality, so that we can provide our customers with the best service possible.
Vimel Sekhar is a Senior Engineer with over 14 years of experience in the engineering industry. He oversees all compliance and certification-related parts of projects, ISO & ESG controls, and handles accreditations/certifications for TLC Group of Companies. Vimel was born in Chennai City, India and grew up there before moving to the United States to attend college. He graduated from Purdue University in 2009 with a Bachelor’s Degree in Mechanical Engineering and has been working as an engineer ever since.
Chau has worked in construction for over 15 years. Her responsibilities include planning the program through Business Development phase, to Project on going: Design, Procurement, Manufacturing, Shipping & Site Construction. She takes charge of company reports, project reports, and data analysis.
Tho Nguyen leads a team of architects and engineers to help our clients achieve their project vision, whether it's a new hotel, residential development or office building. His team revise and study project drawings, and determine, in coordination with the Project Manager, relevant staffing needs to fulfil the design/shop-drawing related aspects of the project efficiently and effectively. As a lead architect, Tho spearheads architectural operations while maintaining an active communication line with clients.
Phuoc Dao is a Structural Engineering Manager and Steel Main Designer for TLC Modular. His work includes managing, developing, and training the team; arranging internal training courses and developing training documents; as well as working as a main designer for structural skeleton analysis and design for building. Dao has worked in the construction industry for more than 12 years. Half of that was with site management and inspection, while the other half has been in structure design and team management. He started his career with construction method design consisting of formwork, shoring system for deep excavation, heavy platform for site vehicles, and work on site as a site engineer for high rise buildings.
As Head MEP Engineering, Tu is responsible for managing the work of the MEPF team and ensuring that all of their projects are completed on time and within budget. He has 20 years' experience working in professional companies in the field of Electrical work in Vietnam. Prior to joining TLC, Tu worked as a Design Engineer, Project engineer, MEPF team leader and Manager of MEPF. Tu also Supports the QS department, and Factory manufacturing. Tu holds an Industrial Electrical Engineer degree from National University of Singapore (NUS) and has been awarded several patents by NUS while pursuing his studies there.
Anh Hoang has been with TLC for over 15 years, and is the executive assistant to our CEO, Alistair Sawer. Her job is to help Alistair and the executive team manage their workloads and make sure all have the time and space to focus on what's important for our company. In short, Hoang helps keep the executive organized so that they can do their best work.
